Is the toaster plugged into a grounded three-prong outlet?
Ensure the toaster is plugged into a grounded three-prong outlet. See "Electrical Requirements" in the Owner's Manual for additional information. Check the outlet. If you are unaware if it's working, plug in a household lamp or other small appliance to verify that the outlet is working.
Is the fuse in the circuit in working order?
If you have a circuit breaker box, make sure the circuit is closed. Try unplugging the toaster, then plug it back in.
