Possible Solutions

Is the Control Lock set? Does "LOC" or "L" or a padlock icon show in the display?

The Control Lock disables the control panel pads to avoid unintended use of the microwave oven.

If "LOC" or "L" or a padlock icon shows in the display, then the control lock feature has been enabled.

Is the Microwave Oven in Demo Mode?  (on some models)

The Demo Mode is ideal for learning how to use the microwave oven. When set, functions can be entered without actually turning on the magnetron. The microwave oven light will come on, the fan will run and, if on, the turntable will rotate.
